Hair art is an old 19th century pass time.
Often you see hair flowers made into beautiful shadowboxes and jewelry.
In our present day there are no blank brooches, lockets, or other findings available for the artist to place their hairwork into. 
The hair artist just have to search or design their own means of presenting their work.
I recently found this pendent that I believe works quite nicely for hair art.
Especially for the new artist or the civil war re-enactor to display and resale their work.
Framed Glass Pendant
Framed 2-sided hinged double glass pendants, Nickel plated brass frame.
 For display of lace, hairwork, needlework, etc. Includes a hanging loop. Various sizes.           

It has a glass front cover and back that can open like a locket. It has enough space to place your work in. 

With a little practice you can make a beautiful design using several small flowers and sprigs. I will include instructions to get you started in the art of hair flower making.
